The Ministry of Foreign Affairs of Ukraine reminded foreign Hasidic pilgrims about the safety conditions during trips to Uman for the celebration of Rosh Hashanah in 2026. As in all previous years during the full-scale war, Hasidim were warned about the danger of Russian missile attacks.

The department emphasized that in the conditions of a full-scale war, they cannot guarantee pilgrims complete safety throughout the territory of Ukraine.
“The full-scale aggression of Russia against Ukraine, which has been ongoing for over four years, constant massive missile strikes on Ukrainian cities and communities, civilian and transport infrastructure, constant Russian terror, sabotage and provocations pose real threats to people’s lives and safety,” the MFA explained.
Diplomats appealed to believers with a request to realistically assess the situation and take into account that safety cannot be guaranteed due to constant Russian missile strikes.
If pilgrims decide to go to the Cherkasy region anyway, they will have to take into account the martial law restrictions. In particular, in Ukraine, for pilgrims, as for all other citizens, restrictions on freedom of movement, curfews, increased patrols, a ban on mass gatherings, and the application of coercive measures to those who do not comply with the restrictions will be in effect.
The MFA added that Hasidic pilgrims may also face logistical difficulties, as ground transportation is currently overloaded. They should consider that systematic shelling of transport infrastructure causes delays.
It was separately noted that Uman lacks civilian shelters capable of accommodating such a number of people in crowded places.
This also places a significant burden on healthcare, as local hospitals do not have the resources to fully serve such a large number of pilgrims.
Pilgrims who still arrive in the city are strongly advised to familiarize themselves in advance with the official information guide on the rules for paying the tourist tax.
Ukraine and Israel jointly monitored the safety of pilgrims
We remind you that last year Ukraine and Israel jointly monitored the safety of Hasidic pilgrims who came to Uman for the Rosh Hashanah holiday.
Then the parties developed a plan for involving police officers, medics, and volunteers from both countries, as well as creating a security network on site and at border crossings under the coordination of the Chief Rabbi of Ukraine Moshe Asman.
