The Ministry of Foreign Affairs of Ukraine has clarified situations where, in certain EU countries, Ukrainian citizens, particularly women, were asked to provide information from the “Резерв+” application during the process of obtaining temporary protection.

The press service of the Ministry of Foreign Affairs communicated this in a statement to the publication “RBC-Ukraine.”

The ministry links these occurrences to the European Union’s introduction of new regulations for acquiring temporary protection, in accordance with Council Decision 2026/1912 dated July 30, 2026.

Currently, the EU has not provided member states with centralized guidelines on the practical implementation of these new rules. Consequently, individual national authorities may follow their own internal instructions.

The ministry emphasized that the known cases are not widespread. These predominantly involve applicants who could not substantiate the lawfulness of their departure from Ukraine, for instance, by lacking the appropriate stamp from the State Border Guard Service in their passport indicating border crossing.

“If the legality of departure is confirmed, there should be no need to provide information from “Резерв+,”” the Ministry of Foreign Affairs stated.

However, due to the absence of a unified approach in certain countries, such requirements may currently arise. The Ministry of Foreign Affairs stressed that this situation is temporary, pending the provision of uniform clarifications from the European Union to its member states.

The Ukrainian side anticipates the swiftest possible regularization of the application of the new rules by the EU, taking into account Ukraine’s appeals.

As a reminder, information has been circulating on social media in recent days regarding alleged mass rejections of temporary protection for Ukrainians in EU countries. Specifically, Ukrainian refugees have reported being asked to present military-registered documents from the “Резерв+” application when applying for status in some EU nations. This reportedly includes instances where “Резерв+” was requested even from women.

The Center for Countering Disinformation has stated that the information claiming the mandatory presentation of the “Резерв+” application by 18-year-old Ukrainian women to obtain temporary protection in EU countries is a manipulation. The requirement pertains only to those who have a legal military obligation.
