The Ministry of Defense of Ukraine is preparing mechanisms for establishing clear terms of military service, which are planned to be implemented in the coming months. The possibility of dismissal after 5 years of service or signing a contract for 2 years with guaranteed dismissal after its completion is being considered. Mechanisms for changing military units are also being worked out.

This was announced by MP from the “European Solidarity” faction, member of the Verkhovna Rada Committee on Humanitarian and Information Policy, Mykola Knyazhytskyi, on air at Radio NV.

According to Knyazhytskyi, Minister of Defense Mykhailo Fedorov held a meeting with representatives of various parliamentary factions. Anyone interested could join. The MP noted that he positively assesses the fact of such a dialogue and thanked the minister for his openness.

During the meeting, according to him, Fedorov presented his vision of the changes that the Ministry of Defense plans to implement. Although the practical mechanism for implementing these initiatives is not yet clear, Knyazhytskyi considers the general concept to be correct.

Clear military service terms — when it will be possible to be discharged

“He said that there will be such a system – again, I don’t know if I have the right to retell the details, because it was an off-the-record meeting – but the point is that Ukrainian soldiers will have to serve for approximately 5 years if the war continues. And then there are demobilization mechanisms, and this is counted from 2014. These are positive things that will establish service terms, plus there will be contracting,” Knyazhytskyi said.

Military contract for 2 years

He also explained that for those who do not trust the established service terms, an alternative option may be provided – signing a two-year contract, after the completion of which the serviceman will be guaranteed to be able to be discharged from the army. At the same time, for a certain period, he will remain in reserve, following a model similar to the Israeli one.

“After that, this period is discussed, people will be demobilized. And then they can be mobilized again after some period – and this is also normal, because warring societies exist this way. The fact that the minister is working on this, it seems to me, is very right,” said the MP.

In conclusion, Knyazhytskyi agreed with the journalist’s opinion that although specific details have not yet been announced, the military-political leadership already recognizes the need to establish clear service terms.

Transfer to another unit

“Yes, absolutely correct. They recognize the expediency of decisions on service terms. Not only do they recognize it, they are preparing mechanisms to implement them in the coming months. Society will see this. They are preparing mechanisms for implementation so that servicemen can change units, for example,” informed the people’s representative.

According to him, this is a whole set of interconnected decisions. Knyazhytskyi noted that the implementation of these changes may be somewhat delayed, but the approaches proposed by Fedorov seem logical, and the work on them is already underway. In the opinion of the MP, society will be able to see the results of this process in the coming months.

Mobilization in Ukraine will change — latest news

Earlier, it became known that the Ministry of Defense is preparing a large-scale reform of military service, which includes an increase in basic monetary support to UAH 30,000, and for military personnel at the “front line” – up to UAH 400,000, including bonuses of UAH 20,000–40,000 for each day of combat missions.

It is also planned to introduce a system of contracts with clear service terms (for certain categories – up to two years with subsequent rest), increase payments to command staff, and ensure shorter service terms for the wounded. The relevant concept is already being presented to MPs, and changes regarding mobilization and TCCs are planned to be presented in mid-June.

According to MP Solomiia Bobrovska, the mobilization reform will be “painful” for reservists who avoid service. The state intends to use coercive mechanisms against those who are wanted to ensure the replacement of military personnel serving since 2022. The reform will cover the work of TCCs and strengthen control over compliance with mobilization legislation, and also provides for stricter responsibility for those who ignore summonses.

Commenting on the changes to mobilization, MP Heorhii Mazurashu, in turn, notes the transition from coercion to motivation: in particular, an increase in the salary of an infantryman to UAH 300,000 is being discussed, which will allow attracting qualified foreign fighters. The issue of removing barriers for the mobilization of volunteers aged 60+ who wish to serve is also being raised. According to the deputy, the implementation of these plans should stop the practice of forceful notification (“busification”), replacing it with more civilized methods.
